Directorate General Resettlement

Self-Employment Directorate is responsible for employment and functioning of ESM Coal Loading and Transportation Companies, Tipper Attachment for widows and disabled ESM, issue of Eligibility Certificate for Allotment of Oil Product Agencies, sponsorship for COCO Scheme and CNG in NCR, sponsorship for Allotment of Mother Dairy Outlets / Safal Outlets for Retd JCO’s/ORs and facilitate allotment of class V ‘B’ Army Surplus Vehicles to ESM / Widows.

Ex-Servicemen (ESM) Coal Loading and Transportation Scheme

Salient Features. The Scheme is administered on the basis of MoU between the Coal India Ltd (CIL) and Director General Resettlement (DGR) signed in Apr 1999. DGR lays down the terms and conditions governing the formation and running of the Ex-Servicemen Coal Loading and Transportation Companies. On receipt of requisition from the Coal Subsidiary, the offer is given to the senior most eligible empanelled ESM(O) willing to undertake the work, who in turn selects two other empanelled ESM(O) to form an ESM Company registered under The Company Act of 1956, post conduct of a feasibility study. The ESM Company has to start with an authorized capital of Rupees 35 Lacs shared approximately in equal ratio between the Directors of the Company. ESM Company is required to employ ESM who total a minimum of 75% of the total employees strength, under the stipulated categories. Post sponsorship by the DGR to the concerned Coal Subsidiary the ESM Company carries out the task of coal loading and transportation work as a business venture. Initial period of sponsorship is for a period of five years which is extendable by a period of another four years if the performance of the ESM Company is satisfactory.

Coal Subsidiaries.

  1. Orissa: Mahanadi Coal Fields Limited
  2. Jharkhand: Bharat Coaking Coal Limited, Dhanbad, Central Coal Fields Limited, Ranchi.
  3. Chhatisgarh: South Eastern Coal Fields Limited, Bilaspur.
  4. Maharashtra: Western Coal Fields Limited, Nagpur
  5. West Bengal: Damodar Valley Corporation, Bokaro

Eligibility.

  1. The Eligibility Criteria for the companies to be sponsored to the coal subsidiaries for undertaking coal loading and transportation work is as under:- (a) Unemployed retired commissioned officers (Class I) (Ex-servicemen) below 60 years of age (Brig & below or equivalent) and 62 years of age (General officers or equivalent). Re-employed officers are not eligible as long as they are serving.
  2. Duration of Service-minimum 14 years of commissioned service.
  3. Retired Officers are required to register within five years of retirement/release.
  4. Retired Officers are eligible to be directors or share holders of only one Ex-Servicemen Coal Loading and Transportation Company.
  5. Should not have availed any other scheme under DGR viz. Security Agency six months Management course, Training Institute empanelled with DGR, Management of CNG Station worked with Zila Sainik Karayalaya / Director Sainik Welfare (State) earlier.
  6. ESM (O) at the time of sponsorship should not be employed with any Govt/Semi Govt/Private concern. In case the ESM(O) has taken up any job he is required to render resignation and submit an undertaking of his employment status before he is sponsored for the scheme. In this regard see Para (5) below.

Procedure. Eligible ESM (O) who wish to avail the Scheme may register for the scheme by giving their option while filing registration form in DGR. The application for registration is to be submitted in duplicate along with under mentioned attested copy of documents as enclosures:-

  1. Copy of PPO / Gratuity Order.
  2. Copy of CV & a softcopy in CD containing CV (only for Gen Employment)
  3. Copy of ESM Identity Card (issued by Record office / RSB/ZSB).
  4. Copy of Retirement/Release order
  5. Copy of PAN Card.
  6. Copy of proof of address.
  7. Check List.

The selected ESM (O) in the capacity of a Sponsee Director as Director of the ESM Company has to submit the following documents to the DGR prior to his Company being sponsored to a Coal Subsidiary.

  1. Affidavit (on Rs. 100/0 Non Judicial Stamp Paper with regards to employment duly attested by first class Magistrate.
  2. Copy of Income tax return and AS – 26 Form.
  3. Copy of financial status (Bank statement/details of FD).

Subsequent to the sponsorship and as Directors of the operative ESM Company the Income tax Return and Form AS-26 are to be submitted each year till the time the ESM Company is operative.

The requirement as given at preceding Paras 4 to 6 are applicable to the Additional Directors of the ESM Company as well.

Coal tipper attachment Scheme

Salient Features. This welfare scheme for widows/disabled soldiers is linked with the ESM Coal Loading and Transportation Scheme. Eligible candidates can avail this Scheme for a period of five years and need to deposit an amount of Rs 85,000/- with the affiliated ESM Coal Loading and Transportation Company which pays back a monthly amount of Rs 3,000/ i.e. an annual return of approximately 42 % on the principal amount.. On maturity of the Scheme the Principal Amount is refunded. A legal agreement is signed between the Ex-Servicemen Coal Loading and Transportation Company and the widow/disabled Ex-Servicemen/Dependant. The scheme is for a period of five years and on completion of five year term the principle amount will be refunded by the ESM Coal Company.

Eligibility. The eligibility conditions for Widows / Dependants / ESMs who can take part in Tipper Attachment Scheme are as follows: -

(a) Persons Eligible

  1. Widows (below 65 years of age) and disabled / medically boarded out service personnel in whose case the disability is more than 50% and is attributable to military service.
  2. Orphan children of Ex-servicemen represented by legal guardians and meeting the condition of being un-employed and under 25 yrs for boys; un-employed and unmarried in case of girls.

(b) Conditions

  1. Should not be presently employed / self-employed.
  2. Should not have remarried after death of husband in case of widows.
  3. Should not have availed of any other DGR scheme.
  4. Benefit of the Scheme should not have been availed by any other family member. Benefit will be extended to only one member of a family for a period of five years only.

Procedure. Desirous widows of defence service personnel, dependants of deceased serving personnel and disabled Ex-servicemen should apply to the Director (Self-Employment) on the prescribed form. The document to be submitted are as follows:-

  1. Copy of Death Certificate / Disability Certificate)
  2. Affidavit (on Rs. 10/- Non-judicial stamp paper) for giving an undertaking regarding various issues of eligibility duly attested by notary as per format.
  3. Copy of ESM / Widow/Dependent Identity Card.
  4. Copy of Pension Payment Order.
  5. Proof of death / disability attributable to military service.
  6. Proof of dependency in case of dependants.

Allotment of oil Product Agency

1. Types of Oil Product Agencies

  1. LPG distributorship.
  2. Petrol/Diesel retail outlet.
  3. SKO/LDO dealership (Kerosene Oil Agency)

2. Defence Category

The Ministry of Petroleum and Natural Gas have reserved 8% of Oil Product Agencies, for the following five categories of Defence Personnel:

  1. Cat-I - Widows/dependants of Posthumous Gallantry Award Winners.
  2. Cat-II - War Widows/dependants.
  3. Cat-III- War disabled (disability 20 % and above).
  4. Cat-IV- Widows/dependants of those who died in harness due to attributable causes.
  5. Cat-V- Disabled in peace with disability (disability 20% and above) attributable to Military service.

3. Eligibility

  1. Nationality - Indian
  2. Age on the date of Application - Minimum 21 years
  3. Residence - Can apply on all India bases
  4. Educational Qualification - Matriculation (in case of LPG Distributorship only)
  5. Income - Not more than Rs 2 Lakhs per annum. (for Category V only)
  6. In case of partnership, all partners should individually fulfill the above mentioned eligibility conditions and all of them must appear for the interview.

4. Identification of Location

The location for developing retail outlets/SKO-LDO dealerships and LPG distributors are identified by the oil industry after carrying out requisite feasibility study. If the location is found feasible, the same is included in the Marketing plan.

5. Advertisement

On approval of marketing plan, the Defence Quota agencies are advertised under Defence Category in two newspapers one in ‘English Daily’ and second in ‘Regional Vernacular Daily’ which have maximum circulation in the Districts in which the dealership/distributorship is to be located. Oil companies also inform DGR for sponsoring eligible candidates. The Zilla Sainik Welfare Office (ZSWO)/Dte of Sainik Welfare (State) concerned are instructed to give wide publicity to widows/Ex-servicemen in their area and forward applications from eligible candidates.

6. Application Forms

Application forms can be obtained in person or by making a written request through registered post, from the Divisional/Regional/Area Office of the concerned oil company on payment of an application fee of Rs 1000/-.

7. Eligibility Certificate

The eligible applicants are required to apply to the Directorate General Resettlement for issue of Eligibility Certificate with the following documents as applicable:-

  1. Death Certificate of deceased defence person issued by Service Hospital/HQs.
  2. Proof of death attributable to Military Service.
  3. Proof of Gallantry Award.
  4. Proof of disability being attributable to military service and CDA (P) letter regarding disability pension.
  5. Pension Order (CDA (P) letter).
  6. Discharge book/Retirement order.
  7. Proof of date of birth.
  8. Newspaper clipping of the Advertisement.
  9. Copy of Identity card issued by ZSWO/Dte of Sainik Welfare (State).
  10. Affidavit in original stating that the individual is unemployed and his/her annual income does not exceed Rs. 2.00 lacs on Rs 10/- stamp paper duly notarized.
  11. Affidavit from widow stating that she has not remarried after the death of her husband and relinquishment deed in case of dependants.
  12. Proof of educational qualification in case of LPG.

8. Procedure of Allotment

  1. The eligible applicants are sponsored by issuing an Eligibility Certificate indicating the priority as mentioned above.
  2. The applicant then submits the application form alongwith the Eligibility Certificate to the concerned Regional Office of the Oil Company before due date.
  3. Selection of dealerships/distributorship of Oil companies is made by the concerned Dealer Selection Boards constituted by concerned Oil Company. Applicants sponsored by DGR by issue of the Eligibility Certificate only are interviewed for the Defence Category location.
  4. Letter of intent is issued by the concerned Oil Company to the selected applicant.

Mother Dairy Milk Booths and Fruit & Vegetable (safal) shops

Salient Features. Mother Dairy India Pvt Ltd. is providing ready built and fully equipped milk shops / booths to the Ex-Servicemen (JCO’s & ORs), while its Fruit and Vegetable (Safal) Shops are opened for the ESM and their dependent sons from 1989. The Scheme is available in NCR viz Gurgaon, Ghaziabad, Noida/Greater Noida, and Faridabad. A security deposit (refundable on termination) of Rs. 1,00,000/- is required be made to Mother Dairy India Ltd. on selection while a working capital of Rs 50,000/- for operation will be required. The selected concessionaire undergoes a free training for two weeks with Mother Dairy prior to allotment of booths/shops. Remunerations up to 9% for the sales of fruits and vegetables (Safal shops) & 3% for Dals while in the case of Milk Booths the assured income is Rs 11000/- or commission of 30-35 paisa per one litre sale of milk(revised from time to time) and 5% for other dairy products ,whichever is more.

Procedure. Eligible ESM are required to submit application form in duplicate duly affixing photograph along with the under mentioned supporting documents. Applicants of Mother Dairy (Milk) who have not been selected even after three chances of interview, have the option to register afresh in Safal (F&V) scheme provided the stipulated eligibility criteria is met.

  1. Photocopy of Discharge Book.
  2. Photocopy of Pension Payment Order (PPO).
  3. Photocopy of ESM/Widow Identity Card.
  4. Photocopy of Dependant Certificate issued by ZSB/RSB/KSB (in case of dependant son).

Management of CNG Station by ESM (Officers) in NCR

Salient Features. Company Owned Company Operated (COCO) CNG Stations of Indraprastha Gas Limited in NCR Area to include Delhi and NOIDA are managed by retired Defence Services Officer’s. The ESM(O)s who are empanelled for this scheme with DGR are sponsored to IGL who in turns select the ESM(O) based on the panel of ESM(O) provided by DGR. The selected officer is contracted for management of the CNG station by the IGL for a period of five years on a yearly renewable contract basis. Selected retired officer gets emoluments of Rs.45,000/- (approx) per month or 14% of the wages disbursed , which ever is higher with an annual increment of Rs. 2000/- per annum.

Eligibility. Ex-Servicemen officers once registered will be maintained in the active list up to an age of 60 years or allotment of CNG station; which ever is earlier:-

  1. Class I Commissioned officers (Army, Navy, and Air Force).
  2. Below 59 years of age and retired/released within 5 years at the time of registration for the scheme.
  3. Resident of NCR.
  4. Be able to provide bank guarantee for 3 to 5 lacs (subject to revision).
  5. Should have availed no other benefit from DGR or be registered in any other scheme of DGR earlier.
  6. ESM (O) at the time of sponsorship should not be employed with any Govt/Semi Govt/Private concern. In case the ESM(O) has taken up any job he is required to render resignation and submit an undertaking of his employment status before he is sponsored for the scheme.

Procedure. The application form for registration duly filled along with under mentioned self attested copy of documents are to be submitted at the time of registration.

  1. Copy of PPO.
  2. Copy of ESM Identity Card.
  3. Copy of PAN Card.
  4. Copy of Retirement/Release order
  5. Copy of proof of residence.

Gopaljee dairy milk booths/milk shops/retail outlets

Salient Features Gopaljee Dairy Foods Pvt Ltd(GDFPL) is providing ready built and fully equipped milk shops / booths / retail outlets to the Ex-Servicemen (JCOs/ORs equivalent) in India with starting point at Delhi / NCR. A security deposit (refundable on termination) of Rs. 1,00,000/- is required be made to Gopaljee Dairy Foods Pvt Ltd on selection while a working capital of Rs 1,00,000/- for product inventory/stocks/working capital will be required. The selected concessionaire undergoes a free training with Gopaljee Dairy. Gopaljee Dairy Foods Pvt Ltd (GDFPL) will provide Minimum Guarantee Income (MG) of Rs. 14000/- p.m. (Rupees Fourteen thousand only) to the ESM.

Eligibility The eligibility criteria for allotment of Gopaljee Dairy Milk Shops/Booths/Retail Outlets are as follows :-

  1. Rank JCOs / ORs (Equivalent in Navy & IAF)
  2. Age Below 50 years
  3. Educational Qualification Civ – 10th Pass, Def – Army Cert-I
  4. Medical Category AYE / BEE / CEE
  5. Service Not less than 10 years except Battle Causality
  6. Character Exemplary / Very Good
  7. Financial Status Capable to provide security deposit of Rs.1,00,000/- and Rs. 1,00,000/- for product inventory/Stock/Working Capital.
  8. Personal Habits Should be Non-drinker, non-smoker and Non- Gutka and tobacco Chewer.

Procedure Eligible ESM registered in Mother Dairy and are still to be interviewed can opt for this Scheme after deregistering from Mother Dairy Scheme. ESM are required to submit application form in duplicate duly affixing photograph along with the under mentioned supporting documents.

  1. Photocopy of Discharge Book.
  2. Photocopy of Pension Payment Order (PPO).
  3. Photocopy of ESM/Widow Identity Card.

Allotment of LPG agency under Rajiv Gandhi Gramin LPG Vitran Yojna(RGGLVY)

Salient Features Rajiv Gandhi Gramin LPG Vitrak Scheme has been launched by Govt of India for Rural Areas. Under the scheme, Govt has reserved LPG Distributorship for Defence Personnel under “GP” Category. The “GP” Category includes Central Govt/State Govt/PSU employee and Defence Personnel.

Eligibility Criteria Following ESM/Widows/Dependents are eligible under the scheme:-

  1. War widows/dependents of those who died in war.
  2. War disabled/disabled on duty.
  3. Widows/dependents of those who died in harness due to attributable causes.
  4. Disabled in peace due to attributable causes.

Issue of Eligibility Certificate. Once Oil Company takes out an advertisement in the Newspapers for a particular location reserved for “GP” Category, the eligible ESM/Widows/Dependent are required to approach DGR for issue of Eligibility Certificate with specified set of documents. On receipt of Eligibility Certificate, one is required to apply to concerned Oil Company. Short-listing, Interview, selection, and issue of Letter of Intent for a particular Distributorship/Dealership is the prerogative of Oil Company. Selection of a Distributor/Dealer is done through draw of lots of all eligible applicants.

  1. Initial PPO and corrigendum if applicable in respect of ESM. (ii) Discharge book / Retirement orders in respect of ESM.
  2. Copy of ESM Identity Card.
  3. Affidavit of undertaking by the applicant on Rs 10/- stamp paper duly notarized
  4. Passport size photograph of applicant.
  5. Newspaper clipping of the Advertisement specifying location and last date of submission of Application Form.
  6. Disability Certificate attributable to Military Service.
  7. Matriculation/equivalent certificate.

In case of widow and dependents: Copies of the following documents duly attested by Notary/ ZSB / RSB will be attached:

  1. Death certificate along with proof of death of defence personnel being attributable to Military Service.
  2. Initial PPO and corrigendum if applicable in respect of Widow.
  3. Copy of Widow Identity Card.
  4. Proof of date of birth in respect of widow / dependent as case may be.
  5. Matriculation certificate in respect of widow/Dependent.
  6. Affidavit as per format duly notarized.
  7. Relinquishment deed as per format duly notarized.
  8. Passport size photograph of applicant.
  9. Newspaper cutting of advertisement specifying location and last date of submission of Application Form.

Allotment of regular LPG distributorship

Salient Features The scheme is meant for grant of Regular LPG Distributorship to eligible applicants. Under the scheme Govt has reserved LPG Distributorship for Defence Personnel in ‘GP’ category. The ‘GP’ category includes Central Govt/State Govt/PSU employee and Defence Personnel.

Eligibility Criteria Following ESM/Widows/Dependents are eligible under the scheme :-

  1. War widows/dependents of those who died in war.
  2. War disabled/disabled on duty.
  3. Widows/dependents of those who died in harness due to attributable causes.
  4. Disabled in peace due to attributable causes.

Issue of Eligibility Certificate Once Oil Company takes out an advertisement in the Newspapers, for a particular location reserved for Combined Category, the eligible ESM/Widows/Dependent are required to approach DGR for issue of Eligibility Certificate with specified set of documents. On receipt of Eligibility Certificate, one is required to apply to concerned Oil Company.   2. Initial PPO and corrigendum if applicable in respect of Widow.
  3. Copy of Widow / Dependent Identity Card.
  4. Proof of date of birth in respect of widow / dependent as case may be.
  5. Requisite education certificate in respect of applicant.
  6. Affidavit as per format duly notarized.
  7. Relinquishment deed as per format duly notarized.
  8. Passport size photograph of applicant.

Sponsorship of ESM(O) for coco operatorship

Salient Features. Under the Scheme ESM (O) registered with Employment Directorate of DGR are sponsored as service provider for operating Retail Outlets of IOCL and BPCL under Company Owned Company Operated (COCO) scheme. On receipt of the requisition from the Concerned Oil Company, names of eligible ESM(O) are sponsored. Short listing, selection and Interview is done by Oil Company. Period of contract range from one to three years. Fixed remunerations range from Rs 23,000/- to Rs 25,000/- per month. Additional incentive are kept for sale beyond 250 Kl of Oil products.

Eligibility. Desirous ESM (O)s shall meet the following criteria:-

  1. Commissioned officers (Army, Navy, Air Force).
  2. Should be registered within 5 years of release/retirement from service with the Employment Directorate.
  3. Should be resident of the particular State in which COCO facility is to be operated.
  4. Should be able to provide bank guarantee as per OPA requirement.
  5. Should not have availed any other benefit from DGR earlier.
  6. Should be below 65 years of age at the time of consideration for sponsorship.

Procedure. The candidature of all ESM (O)s registered for employment with the Employment Directorate are considered based on the request of the Oil Company and the Area / Locality were the outlet is proposed. Once the willingness to be sponsored for this scheme is taken from the ESM(O) registered the panel of such officers is prepared and forwarded to concerned Oil Company for further selection and employment.

STANDARD OPERATING PROCEDURE SPONSORSHIP OF EX-SERVICEMEN OFFICERS AND JCOs FOR MANAGEMENT OF COMPANY OWNED COMPANY OPERATED (COCO) RETAIL OUTLETS. DATED 19.05.2017

Allotment of Army Surplus Vehicles

Salient Features. Ex-Servicemen and widows of defence personnel who died while in service and Ex-Servicemen Co-operative societies are eligible to apply for allotment of Army Surplus Class V-B Vehicles. Applicant has to apply as per the laid down norms through the ZSWO / DSW(S) / Unit Serving to DGR along with security deposit as stated for each type of vehicle. Post registration of the applicant at DGR subsequent release of the vehicle is done through the MGOs Branch. Option for release of one of the 42 types of vehicles from 12 CODs/CVDs can be opted for on payment of nominal sum as notified by the Government from time to time.

Eligibility.

  1. Ex-Servicemen / their widows who are not re-employed or gainfully resettled.
  2. Serving personnel who are due to retire within next six months.
  3. Ex-servicemen Co-operative societies. Membership of such societies should not be less than twenty Ex-servicemen.
  4. Ex-Servicemen/their widows/societies of Ex-Servicemen who have served for less than five years in the Armed Forces or proceeded on retirement/discharge at their own request are not eligible.

Security Deposit. Security as stated against each type of vehicle is to be deposited with in the form of Bank Draft in favour of “DGR Security Deposit Fund” payable at New Delhi.

  1. Motor Cycle : Rs. 1000/-
  2. Light Four Wheel Vehicle : Rs. 3000/-
  3. Heavy Four Wheel Vehicle : Rs. 8000/-

Procedure to Apply.

  1. Ex-servicemen / their widows / their co-operative societies should apply through their Zila Sainik Welfare Office (ZSWO) / Dte of Sainik Welfare (State).
  2. Serving personnel due to retire within next six months with pension should apply through their OC Unit / Service HQs.
  3. Officers of the rank of Colonel and above or their equivalent may apply directly through ZSWO / Dte of Sainik Welfare (State).

Documents to be Attached with the Application.

  1. Application form in triplicate duly filled in and pasted with passport size photographs on both the copies on the top duly attested by the ZSWO / Dte of Sainik Welfare (State) / OC Unit.
  2. Affidavit in triplicate duly attested by Oath Commissioner / Class I Magistrate / Notary Public on Rs 10/- non-judicial Stamp Paper in the prescribed text.
  3. Certified true copy / photocopy in triplicate of Discharge Certificate / Retirement Order duly attested by the ZSWO / Dte of Sainik Welfare (State) / OC Unit. Officers are required to submit two CTC of retirement order issued by MS Branch, Army HQs / Air HQs or two CTCs of CDA (P) Pension Certificate letter / Order.
  4. Security deposit in the form of draft in favour of “DGR Security Deposit Fund”, payable at New Delhi to be deposited with DGR alongwith application form.

Release of Security Deposit.Amount of security deposit is released after the allotted vehicle has been registered with the Regional Transport Authority.

This is to be done with in six months from the date of collection of the vehicle, failing which the amount of security will be forfeited to the Government. The application for release of security is to be routed through the ZSWO / Dte of Sainik Welfare (State) concerned, which verifies the correctness of the application.

Change of Vehicle. As per Government policy request for change of any nature is not entertained after registration of the application with Dte General Resettlement. Any request for change will result in cancellation of the initial registration and the applicant would be required to submit his application afresh.
